PSM II: Why the Pass Bar Is So High

Project & service management·4 min read·PractiseExam

Why does PSM II feel harder than the score suggests?

If you have already earned PSM I, the shape of PSM II looks familiar: 30 questions, 90 minutes, multiple-choice and multiple-response, delivered online through Scrum.org. What throws people is the pass mark. You need 85% to clear it. On a 30-question paper that is 26 correct answers out of 30 - you can miss four, and no more. Miss five and you retake. That is a genuinely unforgiving margin, and it is the single biggest reason smart, experienced Scrum Masters fail this assessment on the first sitting.

The other reason is the question style. PSM I rewards you for knowing the Scrum Guide. PSM II rewards you for applying it in messy, real situations where two answers both look reasonable and one is more Scrum-aligned than the other. The exam is testing judgement, not recall. Preparing with a good PSM II mock test pack matters far more here than it did at PSM I level, because you need repetitions on the specific "which of these is most true" pattern that dominates the paper. Before moving on, consider reading How to Pass PSM I (Professional Scrum Master) on Your First Try. The format at a glance

Here is what you are walking into, straight from Scrum.org's assessment page:

  • Questions: 30
  • Time limit: 90 minutes (roughly 3 minutes per question)
  • Delivery: linear - you can flag and return within the sitting
  • Pass mark: 85%
  • Format: multiple-choice and multiple-response

Three minutes per question sounds generous. In practice it is not, because the scenarios are wordy and the wrong answers are engineered to sound plausible. Aim to be through the first pass in about 60 minutes so you have real time for the ones you flagged. We cover this in depth in How to Score High on Your AWS Cloud Practitioner Exam.

What the exam covers

Scrum.org lists the focus areas for PSM II but does not publish official percentage weightings. The split below is our editorial estimate based on the topics called out on the official assessment page. Treat it as a study allocation, not a promise about the live paper.

PSM II focus areas (editorial estimate, not vendor-published)
Focus areaEstimated weight
Understanding and Applying the Scrum Framework35%
Developing People and Teams40%
Managing Products with Agility25%

Notice where the mass sits: developing people and teams. PSM II expects you to think like a coach handling a stuck team, a defensive manager, or a Product Owner who is drifting into command-and-control. Rote answers do not work. Looking for more detail? How do I pass PSM II on the first attempt?

A method that works for most repeat-passers: Want to go further? PSM I Passing Score: How Many Questions You Can Afford to Miss is a good next step.

  1. Re-read the Scrum Guide twice. Once for content, once looking for verbs - what the Scrum Master actually does, and what accountability sits with whom.
  2. Work through the Scrum.org Open assessments until you consistently score 100% under time.
  3. Move to full-length timed mocks. Two or three complete papers, sat end-to-end, will expose the fatigue problem the 85% bar creates.
  4. Debrief every wrong answer. Write one sentence for each: what principle did the correct option honour that yours did not?
  5. Trust the Scrum values. When two options look equal, the one that keeps the team self-managing and the empiricism intact is almost always the intended answer.

If you can hold 90%+ across two clean, timed mocks in a row, book the sitting. If you are landing at 80-84%, keep drilling - the gap between 82% and 87% is where most first-time failures live.

At that stage, a free Professional Scrum Master II readiness check can show you which Scrum area needs the most work.

Where our mock fits

Our Professional Scrum Master II (PSM II) mock test mirrors the live form: 30 questions, 90 minutes, multiple-choice and multiple-response, scored to the same 85% bar. Because the vendor does not publish domain weights, we distribute questions according to the editorial split above, so a given paper may over- or under-represent an area versus your real sitting - use it for reasoning practice, not as a topic oracle.

Polish your exam technique with Professional Scrum Master II (PSM II) practice test that test timing as much as knowledge.
