If you are planning to work as a nurse in the UAE, you will encounter three licensing authorities: DHA, HAAD (now DOH), and MOH. The most common question is: what is the difference between HAAD and DHA, and which one do I need? The short answer is that it depends entirely on where in the UAE you plan to work.
Understanding UAE Healthcare Licensing
Unlike countries with a single national nursing register, the UAE has separate licensing authorities for different emirates:
- DHA (Dubai Health Authority): Governs healthcare practice in Dubai.
- DOH (Department of Health Abu Dhabi): Governs healthcare practice in Abu Dhabi. Formerly known as HAAD (Health Authority Abu Dhabi) โ the name changed in 2017, but many nurses still use 'HAAD.'
- MOHAP (Ministry of Health and Prevention): Governs healthcare practice in the remaining five emirates (Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah).
You need the license that corresponds to your emirate of employment. A DHA license does not allow you to work in Abu Dhabi, and a DOH license does not cover Dubai.
DHA vs DOH/HAAD: Key Differences
Exam Format
Both authorities use Prometric exams โ computer-based, multiple-choice tests administered at Prometric centres. The DHA exam has 150 questions in 165 minutes. The DOH exam has a similar format with 150 questions, though the content emphasis may differ slightly. Both test clinical nursing knowledge across medical-surgical, pharmacology, maternal-child, mental health, and professional practice domains.

Eligibility Requirements
Both require a Bachelor's degree in Nursing (minimum 3 years), active registration in your home country, and a minimum of 2 years of clinical experience. Both also require credential verification through DataFlow Group before you can sit the exam.
English Language Requirements
DHA requires IELTS Academic 6.5 overall or OET Grade B if your nursing education was not in English. DOH/HAAD requirements are similar but may accept English-medium education as proof of proficiency in some cases. Always verify the current policy directly with the relevant authority.
Pass Mark
The DHA pass mark is approximately 50% for registered nurses. The DOH pass mark is set using a similar standard. Neither exam uses negative marking.
Salary Comparison
Dubai generally offers higher salaries for nurses than Abu Dhabi, but Abu Dhabi tends to offer better benefits packages including housing allowances and end-of-service gratuity. The difference is narrowing, and specific salary depends more on the hospital than the emirate.
Can You Transfer Your License?
Yes, with conditions. A DOH/HAAD license can be converted to a DHA license (and vice versa), provided your license is active, you meet the other authority's eligibility criteria, and you complete any additional assessments or documentation they require. The transfer process typically takes 2 to 4 weeks and may require paying additional administrative fees.
If you hold a DHA or DOH license and want to work in other emirates, you may need to apply for a MOHAP license separately, though mutual recognition arrangements have been expanding.
Which Should You Choose?
Choose DHA if you have a job offer in Dubai or prefer to work in Dubai. Dubai has the largest concentration of private hospitals in the UAE and generally higher base salaries.

Choose DOH/HAAD if you have a job offer in Abu Dhabi or prefer Abu Dhabi. Abu Dhabi has a strong public healthcare system with excellent government hospital positions.
Choose MOHAP if you plan to work in Sharjah, Ajman, or the northern emirates. These positions typically offer lower salaries but also lower living costs.
If you do not have a job offer yet, DHA is generally the safest first choice โ Dubai has the most nursing vacancies and the highest recruitment activity for international nurses. You can always convert to DOH or MOHAP later if needed.
Preparation Is the Same
Despite the different licensing authorities, the exam content and preparation strategy are largely identical. Focus on clinical nursing fundamentals, pharmacology, and scenario-based decision-making. Resources designed for one UAE exam (such as Saunders NCLEX review or DHA-specific question banks) are equally useful for the others. The differences are administrative, not clinical.
